Should Malta be a fortress hex?

Should Malta be a fortress hex?

The city of Valatta (I guess on Malta) was fairly easy to capture(I just dropped an airborne unit on the adjacent vacant hex) and pounded the city with naval and air units and I'm wondering if this city should be converted into a fortress hex instead?

I don't know if fortress hexes provide unlimited internal supply but it could help making it a tougher place to crack.

Can fortress hexes also act as both city and naval port as well (like Leningrad, Istanbul etc) or is the map limited to only 1 type of terrain type?
