Red Army

I noticed that there is a Red Army HQ unit but there doesn't seem to be any units attached to it. Is there a reason why?

Is this the Chinese Red Army w/ Mao in command? If so that's correct in that as nothing in the OOB was setup to be under it (all Chinese were setup to be under China except a few div units set to SEAC) even though there were a few units in the game that should be as they were the Red Army units.
