Can't change squadron leader?

I'm still working thru the first turn (hehe) and when I tried to change the commander of one of my Kido Butai squadrons, the commander did not change but I still lost the political points. I also did not see the "Accept Leader Change" button although the travel time was 0. Not a biggie, but I don't see why I would lose the political points. BTW, I really hope future patches don't entail restarting the whole campaign again omg. Very impressed overall so far.

Look under the current commander.

Does it state the new leader and the arrival time?
Also, is the ship in port?

You're right the fleet says it's at sea but it's turn one and the fleet is still in the Etorofu hex and can't dock because of the small port size lol. However I was able to change the fleet commander and some ship commanders no problem. No worries, the guy will get replaced when they return from Pearl....
