Upgrade won't go

Scen 1 shortly after running a historical 2 day turn.

Trying to upgrade the claudes at truk. Option to "upgrade now" grayed out.

Plenty of supply. Enough aircraft in the pool. What am I missing?

EDIT: Oh, yeah, that's right - need to be be at 7+ airfield (or meet other criteria involving the HQ). Guess I'm just not used to thinking of Truk as "not big enough"

Chuck (correct pronunciation) or Torakku Tho (Japanese) was the main Japanese headquarters in the South Seas and was built up to be a major fleet base during the interwar period. The fleet anchorages were out of gunnery attack range--in AE terms, all of the hex was inside the reef--so the ships anchored there could only be attacked by air. The Japanese had built five airfields and two seaplane bases inside the atoll on the high islands in the centre. All five entrances to the lagoon were guarded by coast defence artillery and defensive minefields. Up to 1000 ships were anchored in the lagoon at times during the war. Its major weakness was poor repair facilities. Its garrison in September 1945 was 130,000 troops and Japanese civilians.
