Map icon city vs resource errors

There seem to be at least a half dozen map errors where a resource has a city icon and vice versa.

One such example is Baku; but there are many others, mostly in the USSR.

Seriously, the icons should always be distinct so that a city is always visually distinct from a resource. Otherwise the player must always click to see what it is, or be bummed out when he captures a resource that he thought was a supply source city.
