Loading air groups problem

I want to load the 7th BG onto a five ship TF



I load the first squadron


I get this message when I try to load 2nd squadron



So, I go back to look at the TF



Save available if wanted.
If I disband the TF and load another, it works fine

EDIT:

I had previously loaded the 22BG on this TF, changed my mind and then unloaded it.

Try loading all 5 at once. If you load only one at a time, the unit will spread out over all the cargo ships.
