Can't change HQ

I am playing the Guadacanal scenario and have downloaded and installed the hotfix. At this time, when I click on a unit in Brisbane to change the HQ it is yellow, but when I get to the next screen, everything is greyed out. I have enough PP's and over 24k of supply in Brisbane. WAD or ?
