Noob question. The German parachute/airborne units: are there any special requirements for them to be eligible to drop? I have a couple of them sitting in and next to a city, but, the option to drop is not illuminated. It is true that they dropped a few turns ago, but, Is there a waiting period before they can drop again?

Hover over the para drop icon.

It will tell you why they can't drop.

Willgamer is right that the tooltip will explain. However, you should know that the paratroops can only drop after so many (I forget if it is 3 or 4) turns of COMPLETE inactivity. This mean no movement (normal or strategic), no replacements, and no tech level upgrades.
