Missing Repair option

stock with hotfix, scen 01, Japanese computer, 28dec41 save (file 014 attached)

In Manila, the Skipjack is anchored with the Canopus (sub and sub tender respectively)

When I open the "manage ships under repair" screen, the Skipjack is listed as it should be.
When I cycle through the repair options I get "Readiness", "Pierside" and "Shipyard"

There is a sub tender present with a damaged sub: Why do I not get the "Repair Ship" as a repair option?

I am attaching a save instead of a screenshot because it is hard to show something that is not there in a screenshot [:)]

This may be WAD, but the manual (20.1.2 p 275) states that an AS can help repair a sub.

Because Canopus is a sub tender and not a repair ship. Repair ship repairs is for repair ships. Tenders assist with repairs without being ordered to, but only for the appropriate type of ships.
