Ghost Combo Boxes on HCD

This may be a known bug, but in case it isn't . . .

Sometimes when clicking on a base, it opens up with ghostly combo or drop down box frames instead of the bar of symbols showing the units at the base. I'm sorry I do not have a ready example handy. When one clicks elsewhere on the map, and then back to the base where the control frames appeared, the bar of symbols appear as they should.

Oh, when clicking on a ghost combo box, the corresponding floating unit list panel appears . . . as intended.
