Loading troops onto transports

Hi,
I am still waiting on my game disk with the paper manual so figured I would ask this question here for a quick answer. Why am I not being allowed to load troops onto transports to evacuate same from Phillipines and/or Singapore? It will only allow me to load air squadrons. I did not have this problem with WITP - something new or am I just being dopey and not performing the task correctly?

It might be because they are restricted--same goes for Australian units

In WITP it was somewhat of a cheat to evac the units and populate Australia..Heck, doing so, I built a huge base on Manado and never lost it nor Java..
Now, the units which historically were committed to the Phillipines shall remain..
