Finland joins the Axis before 1940!?

Whoa! I've just started my extensive training on AWD, using Advanced supply rules. Well, after getting rid of Poland and TLC, I've sent the Fallschirmjagers to secure Norway. Their success was awesome! After Norway was conquered, somehow Finland joined Germany! Is this possible? Or is this a 1-2% thing? And note: The coup event in Finland didn't trigger!

For this to happen requires that at the moment Germany attacked Norway, Finland was already Pro-Axis and Norway was Leaning Allied due to previous political events.

The game rule that governs this situation is at the bottom of page 95 of the manual ... "Attacking a Rival Neighbor". The percentage chance of it occurring depends on the Political Volatility of Finland in the version of AWD that you're playing (it varies in stock AWD, GG, Deluxe) ... e.g., if Finland's PV=5 then it's a 25% chance, if Finland's PV=1 then it's a 1% chance.

After taking Denmark on the first turn, Norway did change to Allied leaning.

How about Spain? How can we force those guys to join the Reich? Recapture Western France after D-Day, to turn it into Pro-Axis, then leave it, and doing the same thing again? Bit uneasy to let the Allies to come in, then just take Western France to get your hands on Spain. The Allies' beachhead can be much more defended...

When I took Gibraltar, Spain became Axis. They where leaning Pro Axis (5) Also at this time Portugal was Axis. I had taken a country in Africa and Portugal was leaning Axis (5)
