CV Task Force Won't Attack

I have two Jap CV Task forces within one or two hexes of Allied DD's and cargo ships and while I have all planes set for Naval Attack and the TF's set to react up to 5 hexes, neither task force will launch planes and attack.

I have read the manual, but it doesn't say anything about what to do in that circumstance. Very frustrating because I have overwhelming CV power and nothing happens.

Many factors can explain why no attack occurred eg:
 
(1)  weather - was there a thunderstorm in the launch/target hex?
(2)  detection level - how high was the detection level on the Allied TFs?
(3)  anticipated interception - without sufficient escorting fighters to neutralise enemy CAP strikes do not launch
(4)  available sorties - did you have available sufficient sorties left to launch?
 
These are just some of the reasons why no strike occurred.  More detailed info from you is necessary for a more precise answer.
