Many times I've had surface TF's avoid combat with other TF's. In all the examples, I've noticed that either the main ammo or AA ammo is close to zero.
Now, I understand the TF avoiding combat with combatants if their main ammo is almost out. But, I've had cruisers and destroyers who are out of AA ammo only, avoid a single xAK, on purpose. The most recent example of this is making me cry, so I'm posting it.
I had 4 CA/CL and 6 DD (all AUS or NZ) avoid an invasion TF of about 60 xAK's and xAKL's. There was not even an SC or PG escorting them (a different issue, but that's not what this is about.) My surface TF had been under attack from Sally's for a few days (no hits), so they were out of AA ammo, and I think one of the DD's were out of depth charges. But, they had full main/torp ammo and were facing cargo ships packed full of troops that landed the next turn at Pt Moresby. Friggin wimps on those down under ships...
I've had this happen many times in different theatres (in early May 42 right now.)
I like some of the routines designed to have task forces try to avoid combat, but this one is hard to handle.
btw, awesome job on the game. I love the upgrades from vanilla WITP. You guys rock!!!
