Omaha CL upgrades

Looking at the Omaha CL upgrades the 4/42 gives 1.1" AAA (which I thought were not very good) and the 4/43 gives 40mm Bofors which I thought were good. But the AA rating goes _down_ from 179 to 159 when the 1.1" are replaced with Bofors. Is this right? Is it just the AA number that is incorrect and the post 4/43 ship will actually be better at AA?
