APL v Matson at Pago Pago

since I am still sorting out the aftermath of my JANFU in the South Pacific I was able to recreate the issue. Seems American President Lines has exclusive docking rights, or the break comes somewhere between 10,040 and 13,000 tons.

While I'm talking about tonnage, is it correct to assume that the above figures are gross tonnage while capacity is dead weight tonnage?
