Vichy France

I just bought this Game yesterday and it looks really good, i played for hours.
But it seems as my Game wont create Vichy France, i conquered Poland, Norway, Denmark and the Benelux i am holding half of France including Paris, but no Event for Vichy fired.
There was an event giving me 70 PP after i took Paris, but no Vichy Event.
What am i doing wrong?

i looked all over, must have overlooked it though, thanks man, i will give my conquest a new try now
