Ship Withdrawal

Hi-Scen.6,1/25/42. Queen Elisabeth is at Sydney. She is due to withdraw soon- about 30 days.

Does Sydney qualify as a port for her to withdraw from? If not, what about a US port?

Can a US ship withdraw at Sydney? Or a Brit ship at SFO?
