Can't halt ship production

Official 1st patch, new game, 1st turn, Japan vs AI

When I go to halt ship production I only get two options, normal and accelerated.
No halted.

Ok looks like it is just the Shinano, so far. That was the first one I tried and then sent me in a tailspin. I tried others and halted does come up.
So why can't you halt the Shinano?

Odd. I halted it with no problem and I just went back, restarted it, and then halted it again. OTOH I started the game with v1.083

Is you game a v1.084 start?

yes the latest update has been installed assuming it is 1.084 new game. scen 2 as Japan vs AI. So really its my first turn move, computer assumes control of the 1st turn.

What you'll probably learn from the other thread... when ships are far enough back in the queue, building them is free. That's how it's been explained to me. As soon as you're actually paying naval points to build the Shinano, you'll be able to halt it.
