Faber, I wouldn't expand refineries.  Once the oil reserve in the Home Islands is gone, the SRA doesn't produce enough oil to use the Home Islands at 100% capacity.  That is assuming no damage to the SRA refineries.  I don't think you will ever need to expand refineries.

Let me go dig up some numbers for you....

Ok, here we go:

Japanese holdings on 7 Dec 41:

Refineries:  1035
Oil production:  224
Idle capacity:  1035 - 224 = 811

SRA & Burma:

Refineries:  2260
Oil production:  2620 + 160 (damaged oil in Brunei & Miri) = 2780
Excess oil:  2780 - 2260 = 520

If you ship all of the excess oil to the Home Islands:

811 - 520 = 291 excess refinery capacity.

Again, that's assuming no damage to anything and the 160 damaged oil is repaired in Borneo.

Any time, Faber.  Note that you have a reserve of 11.5 months in the Home Islands, 21 months in China/Manchuoko/Korea and 8.7 months in Indochina.  Overall, 13.5 months.  Your refineries will pump out lots of fuel during that time, and will increase as you liberate the SRA.  After a year, your fuel production is going to crash unless you were good about hauling all that black gold back to the Home Islands.

Side note, we have to watch for Fuel Spoilage at the smaller Oil/Refinerycenters; if the stockpile gets too high, better to turn off the Refinery than have Fuel spoil, and just let the Oil pile up. Hauling OIL back to Japan is almost as good as fuel, doesn't make a huge difference, just get it home!

In Classic WitP, there was also a max storage for oil and resources at producing bases equal to 100 days production.  It doesn't spoil, but if you hit that cap, production is lost until some is hauled away.  Not sure if it's the same in AE, and don't know if there are places where refineries won't use up the oil produced, etc.  Just an FYI.

Left to itself, Kushiro will max out resources in Jan42. Since it produces 17,200 per day, it maxes out at 999,999. Still don't know for sure about the 100 days thing.

Hopefully, some of it move around to other ports and can get sucked up there.  Otherwise, you basically need a steady stream of convoys loading constantly to keep up with it.

Wait, I goofed.  A level 3 port can't keep up with it.  You need to upgrade it to level 4 to (barely) keep up with it.
