We get to the Event country PBEM phase and there are options to be made by each player. One option is to save and close at this point. I am playing Germany and it was an Enligh option so I saved and closed the game then sent it to the other player who was not able to open the game?

If the other player's problem is that he can see event dialog but after he clicks this dialog disappears and nothing happens, then... congratulations! You found a bug :D I'm trying to fix it right now, unfortunately you can't do anything to fix this save, all you can do is load previous one and do not use "Save and exit" option till official patch.
