No unit withdrawal - bug?

Manual says:

2.4.9 NO UNIT WITHDRAWALS
This switch toggles (on/off) whether withdrawal dates for land, air and naval units are ignored. If the switch is set to the “on” position, no units will be withdrawn from the game due to a withdrawal date being set in the scenario data. This reduces realism, and is mainly included to allow for play against a tougher Allied AI opponent.

I have it turned on but? :

You will likely have much better luck getting problems investigated if you post them in the Tech Support area or one of the "sticky" threads for different areas.  This one should get some attention in the "AE Land and AI Issues" thread.

Would not be surprised if the withdrawal list remains intact, but enforcement of the withdrawals is eliminated. So you would still see the list of scenario-scheduled withdrawals, but the units themselves will not be withdrawn.
