AV operations

Why does an AV need to be at sea to transfer/ fly its aircraft to a port? If the AV is docked or disbanded, the aircraft transfer unserviceable.

Aircraft on an AV that is disbanded do not fly missions. Why? Is not a disbanded ship simply anchored?
