Event Bug - Pearl Harbour

Playing against the AI and have wiped the Allies out before this event kicked in. Game then crashed as US couldn't join the Allies as it couldn't find their leader. Have fixed locally with a line of code making the event conditional on England still being the leader of the Allies (would they have gone to war otherwise?).
