Base HQ issue

As allies, I was looking at my base Sampit and noticed the base had a HQ of unknown. When I went to change it none of the regular HQ were available (I had the political points available). I only had three choices, they were locations, not HQ. When I looked at one for the locations, Roti island, it was assigned to HQ Roti island. See screenshot. When I tried to change roti to a normal HQ I got a message " no active command to change base to..."

Is this an artifact from updating the game, or a bug? I am playing with 1084 hot patch, but started the game with the Beta.

It's sort of a bug and we're looking at it.  The "unknown" HQ seems to happens when the HQ the base is attached to is withdrawn (or possibly destroyed).  A similar thing can happen with air and land units attached to a withdrawn HQ.
