is there something amiss? I updated to 1.6 on a working system, and my planes are not flying ground support in 39 but are at level 2?

To fly ground support you must select one of your units with a "two engined bomber" icon. Then click the "falling bombs" button on the action panel. Then look for an enemy unit with a small indicator on it which tells you it is in range, and finally click on the unit you wish to attack.

If this is what you have been trying, and it has failed, could you tell where it fails.

in the first 1.0 I simply clicked on an enemy unit and started bombing, so the rutine has changed in 1.6?

Yep, the description I gave above should work.

1) Select your bomber.
2) Click action button for bombing.
3) Select the unit to bomb.
