Overstacking penalties

Hi- When are overstacking political point penalties imposed? At what amount of overstacking? 1 point? 1%? I tried the manual, but couldn't find anything.

I'm talking LCU here.

Situation: Scen. 9, Allies, Jan.2,'42, Wake Island.
There are 6K+ enemy troops on Wake, with few to zero supplies. Allied troops are in the 4500 range. Supply OK.
I have the 8th Mar. Rgt. and I Mar PhibCorps embarked one turn away from landing at Wake from an Amphib TF.

Obviously,landing any of these troops puts the Allies over limit. But, how do I get rid of enemy troops? I don't want to let them "wither on the vine."-Takes too long.

Also, are the Japanese being penalized also? One cannot tell.
