Fractional Air Losses?

Is there a reason that fractional air losses do not occur similar to that found for ground units?

It seems if an air unit represents tens /hundreds of fighters or bombers a fractional loss makes as much sense as fractional losses to ground units.

this might address the frustration from air losses that occurs during ground strikes. It seems I find myself only using air power in crucial situations just from frustration of the quantity of losses I get. In current game where I decided to use extensively my german losses are 15.43 of which 14 come from air losses on ground strikes or interception of surveillance missions.

Even after you achieve Air Superiority the Anti-Air capabilities of ground units in general seems extraordinary.
