1.7 naval change

1.7 naval change

Whether or not there is a change to the naval game in 1.7, re air/naval damage, please make a change with the AI response to air attacks on ships.

1) The AI needs to be smart enough to track such damage, and withdraw from sea zones where it is getting hammered, and/or rotate in undamaged or less-damaged ships into the sea zone.

2) currently there is zero cost to the air units in air/naval strikes. There needs to be a cost to the attacker, to reflect anti-aircraft fire and any carrier air defense.

3) the AI needs to be able to repair naval damage
