I bought this game on Oct 9, 2009. I discovered today that Patch/Update 1.60 became available on Oct 7, 2009 so I d/l and installed.

I don't own RTV and have only played ToW for a few hours, mostly tinkering with the interface and getting to know my way around. I've read the rulebook included with my purchase no less than 3 times cover to cover and have made dozens of trips to reference information when I find situations that confuse me.

Here, off the top of my head, are a few of the things to which I could not locate information, either from the rulebook or the in-game panels;

1. Land Warfare Doctrine Level. This has effects on AP values for the units, yet no mention is made of how the player, Events or anything else might change this Level.

2. Strategic Movement Points. Diplomatic Points. The use of these are described adequately in the rulebook, but how a player gains or loses these points is missing. The rulebook does state that SMP's and DP's are gained automatically by each country each turn. There is no table or any other information relaying the quantity to the player. It also states that Events may influence the number of DP's allocated to contries each turn, again without any information as to how or which Events.

3. Combat Results Table (CRT). The rulebook and in-game panels refer to this several times, yet I can't seem to find the CRT anywhere.

4. Leaders. Skill Points. The rulebook says they have them but no mention is made of what these mean other than determining which Leader will be used in the event there are more than one in range of a unit.
There is also evidence in-game that Leaders may have multiple units attached to them but again, I can find no information pertaining to how this is accomplished or how many units may be attached to the Leader or what affects a Leader's ability to attach units.

5. Events. There are several references to Events having many effects on several aspects of gameplay. Is there a Event List somewhere describing the Events and their effects?

6. Unit Levels. Research allows units to be upgraded in level. What are the effects of such upgrades? Again, is there a table or some other form of information for the player to reference?

I'm just looking for answers and explanations.

Nothing does; it's hardcoded.

AFAIK, hardcoded. Events are not described in detail anywhere. Some people take on deciphering the events file. Good luck!

You print them for yourself out of the consts.csv (Excel) file in the scenario folder.

Actually, IIRC, that table is in the manual.

SMPs are purchased from the purchase menu, and I know of no event involved. Scroll down.

The German player is offered a chance to "buy" DP with the search for SS units. There are many events which affect aquisition of DP.

Something has been answered earlier, but here are my 2 cents:

Those values are in countries.csv file in scenario folder, so it can be modded.

Again, increase of DP is moddable in consts.csv file in scenario folder, starting value is also moddable in countries.csv file.
SMP can be bought in purchase menu.

Yes, there is a table noting the effects of Levels for Ground Units only!
Yet the ability to fund Naval, Air and Submarine research is included in the game as well. Where is the information regarding the effects of such research?
