Initial set up of garrisons in minors

Empires in Arms is the computer version of Australian Design Group classic board game. Empires in Arms is a seven player game of grand strategy set during the Napoleonic period of 1805-1815. The unit scale is corps level with full diplomatic options

Initial set up of garrisons in minors

Hi all
playing Prussia, I tried to set up a Prussian garrison in Saxony, but was unable to do so (I could set up Saxon garrisons and Prussian corps inside Saxony). Is this related to the control bug that exists in 1.06, but is reportedly fixed in 1.07?
