Air unit left behind when ship withdrawn

CL Emerald was withdrawn in Karachi but is air unit No 700 Sqn FAAS-13. Which save do you want before or after.

Also happens in Scenario 4 with a CW cruiser that arrives early with a bunch of 1-aircraft airgroups and no capacity.

Is there anything to prevent someone from deliberately land-basing all search aircraft aboard ships prior to ship withdrawal in order to get extra recon capability?

There isn't really a check that the withdrawing ship MUST have its original air group.
