TFs with patrol points set not leaving port

This is in response to Don asking for a save of this. TF 175 is at Sydney and Tracker shows it has been there for 9 turns without leaving. It states above the TF that it is returning to port to rearm and refuel. If you want I can go back a few turns and load another with TF 175 sitting in Sydney. I just realized that this feature was not working properly.

i have had similar problems with patrols, both computer and player set. Sometimes the patrol doesnt end when ASW ammo is exhausted, or waits too long beore running out of fuel and arriving in port with zero and with system damage as a result. Have also had them stuck in port, doing nothing, for multiple turns.

The TF is located at Sydney and the first patrol zone is set to Sydney. When the TF is at the first patrol zone boundary it is also at it's destination.

Basically, the "at destination" code is firing and the TF thinks it does not have to move.

Best not to set patrol zones at home base. Set three at-sea boundaries and let the auto code take care of refueling. I know some people are reporting TFs not returning to refuel but I can not replicate that in my tests.

I do not see any modifications to support patrol zone boundaries set as a home port.
