Naval deployment problem

I recently purchased a number of submarines and patrol vessels as Germany. They purchased fine but when I attempt to deploy, there is a red X in the corner of each unit. Furthermore, I looked closely at the purchase screen and those units have some sort of message next to them in (parentheses), but the message is cut off due to not enough room so I dont know what the restriction is. My naval tech level is 4, sub 5.

When you purchase naval units there is a production delay.
