TF auto-disbanding

I've recently had incidents where some of my smaller TFs (3 ships or less) are automatically disbanding when they pull into a port. Auto-disband is off and so far it only seems to be happening in the smaller DEI ports. Its also doesn't seem to matter what type of TF it is, nationality, fuel state or damaged conditions. Anyone else seen this or have any thoughts? No save at this time, but if it happens again I'll try to post one.
