Two blivits in the Industry Management screen

1. each major type (e.g. HI) has an entry for Max prod, Disabled prod, and Actual prod. The Disabled prod is the total of UNREPAIRED points only. Thus the Actual prod number is not affected by turning production on or off at a center; i.e. the Actual prod number is only correct when no base has it's production turned off.

2. The In Pool numbers for OIL and RESOURCES do not seem to be correct

I redid how the calculations were being done and added another line to the total for turned off production. 

I also fixed the pool numbers.
