Unable to create miget subs on some locations

Been unable to create midget subs in my forward bases like Singapour, Noumea, Port Moresby, Rabaul, Palembang. All of them have 50k+ supplies and there are enough midgets present in the pool. Noumea and Singapur have also ASs and naval HQs present. Yet they are unable to create midgets. What puzzles me is that all of the "old" bases like Camnrah Bay, Truk, Kweilejen, Saipan etc. can create midget subs with no problems. All of the newly conquered bases can create barges- but not midgets.
Sorry, here is the save...
I tried to get midgets from Truk to PM an Noumea last few turns, but then realised that they can not refuel at sea. But there are still 16 of them in the pool left...

Yes, a bug. One of the lower level checks is referencing the nationality of the base, not the nationality of the HQ currently owning the base.

Thanks for looking at it. So, no midgets in forward bases for now...
