Exclamation Marks in China

I installed the new patch and now many of my bases in China (playing Allies) now have either a yellow or red exclamation mark by them?

I have looked in the old manual and the patch update and can't find an explination. Which means I probably missed the obvious.

Does anybody know what this means?

(My orginal guess that it was actually a laundry marker, appears to be grossly incorrect and not PC in the least)

Check your Documentation folder for 2 new addendums to the interface. The exclamation marks indicate, among other things, supply is below requirements, is less than twice the amount needed or you suffered a partisan attack in the previous round.
