What are the N3, N17 & N19 nationalities in the Editor/game?

3 and 17 are not used. I don't think there is a 19.

3 is a separator between the Japanese and Allies.  I don't believe it is usable.  The other two are defined as Allied, but I believe they are unused.  I'm not sure they are usable though.
