Bombardment TF vs Surface TF Ammo

Does WitP:AE make any distinction between ammunition load-outs for these two types of task forces. That is, if my bombardment TF engages a surface TF, is the BTF firing HE as apposed to AP?

What I remember is that ships on a Bombardment mission would still take something like 1/3 to 1/2 of their AP shells and overstack the HE shells. They would not have to do anything about gunpowder bales.
