Blinking Lights

I'm sure I'm missing something in the rules but, what exactly are the little Blue blinking lights in the right side of the hex for?

Also, what do the various little 'Traffic Signal' lights next to the blue light stand for?

The rules aren't terribly well written so, I don't feel too foolish for asking.
