AI Playing Favorites

Playing a game that I started in 1.60, then in 1.70Beta and now with 1.70.

And then this happens:

The problem is that the USSR was close to Italy but had no part in eliminating it.

The generous distribution of territory makes it difficult to continue without the Western Allies declaring war on the Soviets.
