Can Truk's airbase be expanded in size?

Can Truk's airbase be expanded in size?

It's mid January in my game and Truk reads as a 5(2) airbase, yet the expand airfield option is greyed out. Can it be upgraded at all, or does the option to expand the size occur later in the game?

Nope, it is already at maximum. Traditionally what is in brackets is normal size and you can expand to a maximum of 3 over that normal size. So a 0(1) air base can be expanded to a 4 Air Base. Same goes for Naval Bases. It has always been like that even with WIP.
