Scen.9 questions

Hi-1. v1096a, 1/42. If Scen.9 is suppossed to be "quiet China", why am I losing political points for low garrisons in China?

2. Also, why do I get red exclamation points for low supply in Chinese towns?

I think in "Quiet China", they only changed the AI behavior as not to do a lot of actions in China theater.
But all the garrison and supply rules still hold.
