refinery question

at a base with 20 oil and 20 refinery - will the base use its refinery at full capacity to convert the 20 oil into fuel? or will it have spare capacity so you should be hauling oil there?

both have a multiplier of 10, so they will be in balance, 9 fuel and 1 supply will be created though per utility(factory) point. In your example 180 fuel and 20 supply / turn.

ok - so if i haul more oil there, it will just either 'sit' or spoil - correct?

It'll sit. There's no wastage for oil or resources, just fuel and supply.
