I'm playing Barbarrossa scenario as Russian, when shock event turns up for 10 turns. It reduces all new purchased units to just 1% effectivity (not the announced 33%) for all the event length which means that these units are completely useless for combat!!! Is it a bug?
The penalty is way over the top now. It also encourages Soviet players to do weird things: like declaring war early (as in turn 1) and/or during poor weather, just to get this absurd shock effect out of the way in the most painless fahsion possible.
The old shock effect was fine.
I have noticed that strategically moving the Soviet units helps (depending on the relocation place). The turn after strategic moving effectivity returns to normal. This is definitely a bug because strategic moving is a workaround.
