Troops disembarking from ships can force march

Hi all
I discovered that troops that disembark from ships can force march. This could be handy for the Brits, who can land on the French coast and then move onto Paris in one turn (I tried this is a test game). This is forbidden in the rules. The work around is not to do it, but we should get this fixed.
