PP Convoys

I see that PP transport is a convoy option.

What exactly are the rules and parameters for sending PP's to another country?

Can Great Britain, say, send PP's in a convoy to Iraq to help them build their military?

Both the receiving and sending countries need a port. The sending country also need sea transports. One transport for one pp.
