Bug with Soviet industry evacuation Event

Hi All,

I just noticed a bug with the Soviet industry evacuation event. Playing as Axis I conquered quite a number of cities in Russia before the event fired and then when it did it transferred the industry in the cities I conquered as Axis out!! That means these Cities where German owned - not Soviet owned. How can the Soviet transfer industry out of a City he doesn't own?

Shouldn't there be a check who owns the city before the event transfers the industry out? What point is there in capturing cities as German as early as possible in an Attack on Russia to only loose the industry by a magical hand!?
