Tutorial III does not work - SOLVED

I moved the fleet in the place R1a as told. I right click. I am over the Ft. point. But there is no naval bomard button. there is simply nothing down right.

whats wrong here ? There is no naval combat button as told in the text !

help please.

EDIT : the mouse has to be over the FORT directly , the land area with the same name that contains the fort is NOT enough. Intresting. could have been done easier ....[;)]
